It's definitely worth the candy. The Stardust is another issue, but if you have that much then I don't see the harm in powering a perfect Pokemon that you like with a decent niche.

Unless you already have two or more Machamps already powered up, it is definitely worth the dust now. I have three currently in my gym team. Use two quite a lot, sometimes miss some dodges and need the third.
Venusaur is probably not too critical right now. If you are hesitant about spending all the dust on it now, but still want to power it up, you could make it into more of a fun project. With Razor Leaf right now, you could occasionally drop it in gyms, then whenever it comes back to you, power it up once instead of using a revive.
