Ehehe I feel you, my situation is even worse bc I have no Electivire, only got one lv25 Raikou and one lv30 Zapdos
Besides these two, I'll use a lv.33 TS/TB Jolteon, then I'll go for Grass counters, since revives are not an issue for me. I think 2 FP Venusaur and a Roserade. I know I'll have to re-lobby so I'm gonna bring up a B-team too.

Luxray is also a good choice
Thunderbolt Mewtwo seems nice too

Maybe, if you have a pre-CD Metagross, it could be very tanky hitting with neutral damage (ZenHB/Psychic), but I'm not kinda sure about it

Other than that I'd go with electivire, with both electivire and meganzone having the movesets needed, though magnazone isnt out, and the comparability of their preformance, Raikou's a hard pokemon to justify with rarecandy now beyond powering a single one up (theres also the potential for raid days in the future)

TL;DR, go electivire.

A strong FP venusaur or exeggutor actually works well. A level 40 Venusaur will actually outlast a level 40 Jolteon, if only by a second or two.

Lanturn resists both Water and Ice, and has SE electric attacks. But its attack stat is too low, it can at least survive a while. Maybe a good tank at the end of the line?
