For water mons, vaporeon is still at the supreme position. So what suicune's role then?

At first eye: non existent. Don't bother to power one up for attacking purposes.

Same as Blastoise

it will be better than Blastoise. that's worth something. maybe.

And most people have a dozen Vaporeon already

In the current meta

Low base atk, high base def
Cannot put in gym
So yes, for me it is a dex entry
Still nice to have 2-3 though for collection purposes

Would be a good defender. Except for some stupid reason, they don't let us put legendaries in gyms.

Yep. The wacky typed fast moves would provide a lot of unpredictable type coverage for defense, but is rather unusable for offense.
