Any good at all? Steel Wing I gather is a defensive move (albeit inferior to Dragon Tail), so is Hurricane useful on defence? I'm thinking no...

It seems to me like you want Dragon Tail/Outrage for both attack AND defence?

For attack i'd prefer Steel Wing (since dragon breath is legacy), much faster. however, DT/OR is superior on defense.
Edit: this only stands true if you dodge. You can fit one DT between every gym AI attack, while you can spam two SW.
