Starters with high CP?

I'm not actively hunting the three starters of gen 2 because I think there are better choices for arena but I get the impression that always I find one that their CP is not surpassing lvl 20 (I'm over lvl 30). Anyone else having this impression? Where I live I mostly get Chicorita now after gen 1 was mostly Squirtle. Strange...

When I farmed at a Totodile nest, I found several over L20 and one even had 82% IV's and was L28.

I don't have the same impression as you I've caught some high lvl starters, however, encountering a wild one with high IV is almost impossible.

I caught a level 30 Totodile on Mar 11th. 89%. Already evolved. I also caught a level 29 the same day only 60%.. saving that one cause I'm trying to get a level 30 of every pokemon.
