Starmie with Hidden Power (Rock) and Power Gem - Articuno and Moltres counter?

Any thoughts on if a double rock Starmie would be effective? Worth powering up from level 26?

I'm not expecting it to be as good as Golem, but maybe a decent second option as opposed to Sudowoodo or something?

Pretty much my group for Moltres and Zapados but I do have 2 lvl 20 Tyranitars at 93% IV with Bite and Stone edge idk if I want to power them up to 30 or not

Since you don't already have 6 double-rock users, I think it would be a good choice to take it to L30 at least. Rock is a very useful type for raids these days.

Starmie could be a decent addition, it is almost similar ATK stat with Golem, but subpar STA. However, it would be useful for Articuno especially as Golem is weak against Ice Type, Starmie resist Ice type. So it is still a decent pokemon albeit low HP. Other than Articuno, I would not recommend against Moltres. Just my 2cent.
