Stardust Item

I heard Niantic was adding in a new item called the Starpiece (or something along those lines), which essentially functions like a Lucky Egg, but instead of XP, you get double stardust for 30 minutes a piece. Any clue as to when Niantic will bring this item into the game? Maybe when the rest of Gen 3 is released?

All that is verified as far as I can tell is that 'Starpiece' has been found in the apk mine.
What it is, how it works etc is unknown but we can all speculate.

As for the rest of Gen3...your guess is as good as anyone's.
