Spastic pokemon?

Anyone else getting occasional pokemon that just jump and break the circle nonstop? Funny at first but quite maddening. Niantic trying to make the nannaberry more relevant?

It is a bug. You can't catch lured pokemon and you can't spin pokestop.

I can catch lured pokemon and I can spin pokestops.

I've noticed that since the event started, pokemon have become much more animated - I'm assume in an attempt to make the nanab berry more relevant to the game.

I've noticed that the couple times I've bothered to use incense. Any time I try to catch any of the extra things that pop up that way, they go berserk and won't sit still for half a second. I guess you could say they were incensed.
