So zen headbutt is better on attack than lick now period?

As the question asks, is zen headbutt definitively better. Early info suggests yes. I however used my lick body slam snorlax the other day after the update and he didn't feel terrible, but I don't really have anything to compare it to since he's fully maxed out and I don't have any other equivalent snorlax to compare.
