I've adopted a new way of playing by saving my stardust for high IV + preferable moveset attackers/Pokemon in general and depending on evolving high level wild pokemon I catch to fill niches like this. So for example, I don't waste all the dust pumping up a hatched one or lower than level 27 and I then use the dust I saved towards a high IV Machamp/T-Tar/etc. The key is using TM's and finding wild Pokemon for me.
So, what's the importance of IVs?
Simple question. When evolving/powering up your mons, what is your IV threshold? Stardust is more rare now, I'm essentially done powering up defenders, CP is not as crucial as it was before. Does it make sense to power up something like an Exeggutor or Rhydon already at level 30 but with the property moves, but IVs closer to 70 than 90?

Interesting question . . . in my view IVs still matter, but less than before.
Attackers do not really need to be powered-up beyond level 30 due to the decreased gain in CP thereafter.
Defenders now don't need to be powered up above 3000 CP (lose motivation much faster).
So, for defenders with a max CP lower than 3000, good IVs matter to get the highest CP possible. For defenders with a max CP above 3000, good IVs matter to save stardust in getting to 2970-3000.
For attackers, good IVs are useful for getting higher CP at level 30, but this is not so important.
Good movesets are what is required now - for both defending and attacking and are much more important than good IVs.
