Gyarados has, for me at least, a perfect balance of high attack stat and enough tankiness to survive the occasional missed dodge. In the real world (and not just Pokebattler sims) he is a superb generalist and specialist attacker.

C/cc matcamp is like 1-2 % weaker than tier 2 c/cc heracross, right? So he is a tier 2. I have him :).
And yes, HP vape for the win :). I sometimes used 2 when fighting 8 or less mons, 1 in main team, the other as backup in case I screw something or I failed in some experimental choice.
