Snorlax ZH/BS
So I finally hatched a snorlax that has good IV 82%1862 cp with the ideal move set zen headbutt and body slam. However, I had a snorlax with the same moves too that I had been holding for awhile now at 2708cp IV 80% so I was wondering would you power up the 82% or 80% one. I have 95 snorlax candies now as well.

The difference of one base stat point is basically nothing. Both are going to hold gyms just fine and in actual combat that one point isn't going to make a difference either.
Power up whichever needs powering up for your situation. Like if you're somehow in an area where the minimum CP of a level 10 gym is 3000 and gyms get weakened but not totally taken down, where being closer to the top is more important, then it would make sense to power up the 2708 CP one so that it doesn't sit at the bottom, so that you have at least one Snorlax that can stay for long periods in a gym.
If you're in an area where you only need 2k CP to be in decent standing, powering up the 1862 one would make more sense so that you can hold more gyms and therefore recoup your power up investment sooner.
I wouldn't go past lvl 30 unless you need to for a certain situation. It looks like you might have enough to get them both to 30 though, which I would do. I have 3 2700+ CP Snorlax, but I don't intend to power them up more at the moment, because they are already at or near enough the top of the gyms. In my mind, you really just need them above the Vapes and above the average Rhydons. Depends on your gym situation though.
You're extremely fortunate to have two Snorlaxes with the best moveset and such high IVs. They both need to be at least lvl 30, I'd say bring the 82% one up to the same lvl as the other one. I really can't see any better investment of your 96 Snorlax candies.
To put things into perspective, I have 84 Snorlax candies which I'm debating if I wanna use on a 71% 933CP Snorlax or 49% 1833CP Snorlax. Both have the ZH/BS moveset. I have Snorlaxes with better IVs, but most of them have Lick/HB or Lick/BS.
