Is a snorlax w/ Lick and Earthquake a good attacker or defender.

Actually, it's not too bad as an attacker depending on which Pokemon u r attacking. I like earthquake rather than BS, but for sure HB is the best. This movesets combination is so common in high IV snorlaxs, just waiting for ur next.
