That's a tough one. If the first one isn't already at level 30, I'd probably start with that. The third one has got potential, but it's more of a long term project. The second oe has the worst moveset of the three and the worst IV's, so I'd probably skip that.

L/BS will end with a good CP after those 27 candies and is also a good combo. But the IV will make think twice about going above 2900 CP.

lick body seems fine, for level 31 or 33. good for attacking too!

the lick body slam should be taken up further.
27 candies won't get either of the other two high enough for good gym placement anyway and it's the best moveset of the 3 and the IV difference between it and the Lick/HS isn't enough to overcome that.

I would do none...IVs too low and possible gym rework and hard to get candies (unlike "cheap" high CP defenders like Gary, Rhydon...)
