Slowbro's best Defensive Moveset, Confusion/Water Pulse?
Given the current meta, if, for whatever reason, you ran into a Slowbro in a gym, wouldn't everyone use a Tyranitar against it? In this meta, I think Dark Attackers are much more threatening than Grass Pokemon. Because of this, would you say that Water Pulse is the best charge move for Slowbro because it gets STAB and gives Slowbro cover against Tyranitar?

Slowbro is easily countered by Umbreon. It won't take a Tyranitar to kill Slowbro. In fact it doesn't take much to kill Slowbro, it just isn't that powerful or good.
In any event even if anyone wanted to attack Slowbro with Tyranitar, level for level, or CP for CP, Tyranitar would still win hands down.
