Is a SLB Groudon worth maxing out?
I just got a very good IV Groudon just now, but I am hesitating whether to max out. As we all know Groudon is the best ground type attacker, but what if we talk about a Solarbeam Groudon, which is rated as the best move.
Will it worth maxing out a Groudon for the sake of using Solarbeam move?

Yes, this instant Ground type attackers are not that relevant. Maybe a few mid tier raids, that's it.
But, suppose Niantic decides to have an electric event, and with little warning, releases Zapdos and Raikou for legendary raids. Would you like to be ready for that, or have to scramble? Maybe they will be tougher versions of Zapdos/Raikou, expecting everyone will have double ground Groudons to take them on with.
I had a similar problem recently. I was taking my time developing a good dark force to take on Mewtwo, in the belief that I wouldn't get an EX pass for a while. Then, surprise, I got one, and had to power up stuff right quick. My B/C Tyranitar doesn't have great stats (86%, best of the three I had), and I only got him to level 28 before the EX raid. Turned out it didn't matter, I could have gone in with six Pidgeots and we would have won easily. But you should be ready for stuff to happen, not react after the fact.
Groudon is single weak to 2 of Kyogre's charge moves but double resistant to one. Against Thunder Groudon is amazing no questions asked, but simulations look like it's still good against Blizzard and kind of ok against Hydro Pump because its stats are so high. At Level 40 SoB Groudon is pretty much the same as a Mewtwo in performance against WF/HP Kyogre.
2xWF+HP = 147 so math's off there. The simulations also show Groudon getting off one SoB very consistently before dying to the charge move. Actual testing will have to be done to see how well this holds up. I will for sure use Groudon on all Kyogre raids at first and adjust depending on its performance.
For comparison's sake, Zapdos and Mewtwo can tank 1 more WF than Groudon.
