Simple Suggestion
-Allow players to choose which charged move to give their Pokemon when they TM it
-Decrease TM's from raids by about 50%
Removes the problem of randomness without allowing players to easily end up with a stash of TMs.

You mean people don't raid exclusively for TMs?
People raid for the pokemon first, then xp, then rare candies. I don't imagine my simple solution will cost niantic anything in wonga, it will just save us from a lot of raging.
I have noticed the rate of TMs seemed a fair bit lower than it used to be.
I had been worried about TMs, was down to two, and then had a great run at the end of the birds and the beginning of Mewtwo, up to 12 over about 10 days. Want to stock them up for Gen4, since so many new pokemon are evolving from old ones, want to be able to get the right moves on all of them pretty soon.
Wouldn't mind being able to pick a charged move, but how would that work for Mew? Maybe have a new item, a special CTM, that lets you pick any move, including some legacy and signature moves, once they are released. That would make Niantic plenty of scratch.
Makes sense. It should take on average two charge TMs to get the desired move, so decreasing the frequency of charge TMs by half would keep the number of raid passes used (potential cash for niantic) to get a particular charged move about equal. Also, it would remove a frustrating part of the game for players.
While we're at it, I'm still waiting for the fix where a player can set particular items they don't want to receive from spinning stops/gyms. Yes, I know it's a city player problem, but it is a pain when you're low on bag storage space and you have to delete the potions/regular pokeballs after each stop you spin in order to be able to spin another. You'd only get items you want (meaning you might not get anything from a spin), but you could always switch the items back on if you, say, wanted a nanab for an excellent throw quest.
When I first started I thought a TM would give the Pokémon a move it hasn’t learned before, then restart once it went through all the moves. I think this is the way it should be. So max you would use 2, Mewtwo 3, Mew 87 (lol), but it wouldn’t reroll back and forth until it went through the moves first.
And I raid for CTMs. I put those first over Rare Candy, and Golden’s. If I get no rare candy and a CTM, I’m happy. I’ve gotten 3 CTMs once. Was a great day!
