Should you dodge all attacks with dragon tail on dragonite or only charge moves?

if that is your goal a) yes and b) probably dragonite with DT isn't the best option

DT is only superior to DB if you do not dodge. If you dodge you are going to spent more time waiting in between dodges. But with DB you can squeeze in every single DB while still dodging everything (no wasted time not attacking)
