Should recoil be added to Pokemon Go but the power increases?

Tanky Pokemon are obviously not that effective for attacking in Pokemon Go. So I was thinking, what if Niantic added recoil into the game but increased the moves power.
Before I start I would like to explain to those who don't know what recoil is. (Skip if you know) Recoil moves have high power but they do damage when used. Take Brave Bird in the game, it does 120 damage but does 1/3 recoil.
I think adding recoil moves to tanky Pokemon like Ho Oh would fix it but not break it. As you know Ho Oh really disappointing because of its moveset. It doesn't have a STAB fire fast move which is alright (You can solo Machamp with it). But it does have Brave Bird, Amove 90 power. So if the move's power increased to 120 or 130 but with recoil. It can potentially be the best flying type move for Tanks. Beacuse Ho Oh can last Brave Bird with recoil will really help it out. These are my reasons why recoil might be good or bad. Do you think it should be added?
