Should Niantic have added a speed stat?

I can't help but think that Niantic would have made the game better if they added a speed stat and I don't really know how they could add one without completely changing Pokemon's CP. All it would do is affect attack speed and dodging. Do guys think that they should have added it and if they so how you think they should fix it?

Edit: it wouldn't really affect defending as much as attacking.
