Should I power up my Lugia and Raikou for Ho-oh raids?

I've just completed my first Ho-oh raid, it had Solar Beam and it was very difficult to take down. I'm thinking of powering up my TS/VC 91IV Raikou (I probably won't get anyhing better) and E/FS 82IV (15atk) Lugia for Solar Beam Ho-oh. Would you recommend me to do this? I don't really have much stardust tbh, around 80k

The Raikou is fine. I would not be satisfied with the Lugia.
I would rather uses Dragonites, if you have got some.

Raikou is useful for Ho-oh raids. Raikou is a good investment either way. I would hold off for Lugia

If you fear Solar Beam, try Zapdos. ;-)

I've tried it already. It performs very well, however, the good sis was almost KO-ed by it anyway.

Raikou, yes. Never on Lugia. Lugia is the Blissey equivalent Pokémon against all legendary raid bosses.
