Should I power up my Gyarados?

I've got a level 22 Gyarados Bite/Outrage whose IV's are as follows: 15A/10D/15HP, 2037 CP 88.9% IV. At level 30 he'd be 2779 CP. Is he worth powering up?

On a side note, I do have a 93% IV 536 CP Gyarados with DT/Outrage, but it would take +100K dust to get to level 30 (2788 CP). I do have the candy. Just not the dust. Sitting at 12K dust at the moment. Is maybe this one worth investing into? (I already got a 3071 Dragonite with DT/Outrage, after 3 bad movesets)

I'd power up the first one, he's pretty good!

my only one gyrados 98% have bite/outrage and i power him up always

I have bite/outrage as my only Gyarados. Terrible defender but decent general attacker, also attacks decent into Dragonite.

Most situations there is a better Pokemon but he is a fairly good generalist.
