Should I power up low CP dragonite with perfect moveset and 89% IV

I have a dragonite with the following stats: 15hp, 15 attack, 10 defense for a total of 88.9% IV.

His moveset is Dragon Breath/Dragon Claw. However his CP is only 1088. If you were me would you spend the stardust to power him up?

There are other factors to consider.
1. How much Stardust do you have ATM?
2. Are there other 'mon considerations to use your Stardust on?
3. How much Dratini candy do you have?
4. Are there a lot of Dratini's where you live?
5. How OCD are you?

For me, questions 3-5 are big. There are a lot of Dratini's by where I live so I have a lot of candy but being as OCD as I am I wouldn't fully power up a less than 95% Dragonite. For me, my "meta" game is to catch and power up only 'mons that are 95% or higher (with the best attacking move-sets).

Totally agree with you, Ey3con. Just want to add some more questions :D.

  1. What is your level now?
  2. What is your purpose when considering power-up that Dragonite.

For me, most gyms in my town are occupied by 2,800-3000CP Dragonite, so I have to power-up my above average Dragonites so they can stand in those gym and earn me some coins, no matter which movesets they have.

Now I have one Dratini with 98% IV, CP500 and another just above average but CP700. If I accummulate enough candies, I still choose to evolve the 700CP Dratini cos he/she will help me earn coin quickier.

I've just powered up a 700CP Dragonite to 2020CP cause it has perfekt defender moveset with 87 IV.

In my opinion I think it's worth it because the chance of getting the right moveset is so damn small in that game. Consider that you need 125 candys for the next one and if it has a crappy moveset you go crazy.

Also Dragonite candys are very rare and dust is relatively constant farmably by just playing the game.

So yeah i would power it up but in the end it's your choice.;-)

Actually, the opposite is true. The higher your level, the more difficult it is to catch pokemon even with the best balls (thus lowering your stardust intake), and the more stardust it takes to power up one of your mons. Lower level players are best off saving up their dust until they start doing wide-scale powering up around level 30.
