Should i power up Ho-oh

I have a 91 IV ho-oh with max attack, and I know its a good counter to groudon, and the only one I have aside from kyogre, something we all know is coming in the future, and I was wondering if it would be a good investment to power it up, I have kyogre as well (and am powering it up), but I know those wont last against Solar beam groudon.

You aren't a "playing since launch power player". Players with your experience typically use the legendary candy they earn, then supplement it with 35 or 40 rare candy to get things to level 30. Then repeat for the next decent or halfway decent legendary.

Many here aren't going to mess with Ho-Oh because they have 8 to 10 better options (then 2 or 3 each of those options). However, taking stuff to 30 shouldn't be a huge deal if you are playing a lot right now and you plan on playing a lot rest of 2018.

There are many better investments than Ho-Oh. If the OP listed 10 other options that are available to power up, then we could tell him if Ho-Oh should be given stardust (plus 100s of rare candy)***Forecast is 107F where I am today, that seems quite enough reason to have an edge

I am aware there are better options, but my situation is this:

I dont HAVE those better options aside from gyrados and kyogre, who cannot deal with the solar beam set, and considering its sunny most of the time, that doesnt bode well for them, I know ho-oh isnt good, but after going over the list of groudon counters, it is the third best I have.

The best counters for the solar beam Groudon are Flying dragons and grass. The dragons double resist solar beam, and dish out great neutral damage. If you have Rayquaza, Dragonite, or Salamance with double dragon moves, you're set (Hydro Pump Salamance is also an option, and don't worry about Groudon having Dragon Tail - it hurts some, but not enough to make dragons unusable). Alolan Exeggutor (also dragon) is also good, with it's double resistance to grass, and it counters with Bullet Seed/Solar Beam, which Groudon is weak to. Exeggutor also does well, albeit not as well as Alolan, and Frenzy plant Venusaur does fine work too. Further, all of these options except Rayquaza don't require Rare Candy, making it much easier to power them up to higher levels.

Kyogre still wins out in DPS, but won't be around long. You might consider leading the team with your strongest Kyogre, get off one hydropump, and then let it fall and bring in the grass and dragons to do the heavy lifting (that's exactly what I'm going to do). As long as you have enough revives, this works pretty well. A Kyogre in any spot but the first runs a much greater risk of not getting a HP off.

So, as the above posters pointed out, Ho-Oh is an option, but a low DPS option. Of course, if there's 18 people at the raid, winning it is a foregone conclusion (unless they are almost all noobs), so you might use something like Ho-Oh to curb your potion expenditures. But you'll also be sacrificing a damage ball to do that. Is that enough to justify the investment of substantial rare candy? I'd argue not.

The only Ho-Oh I powered up to level 31 (breakpoint) had Extrasensory/Brave Bird, and I use it as an anchor for Machamp solos, because I missed out on Lugia (and Ho-Oh single resists everything Machamp throws out, instead of double against fight and nothing against steel). I still use it in that role, but all my candy from Ho-Oh's return is sitting around unused. (I've got a few Lugia now, but not interested in powering one up, since Ho-Oh is doing the job just fine, and has better attack than Lugia, with poorer moves.)

Wait for Groudon to actually come back before powering it up. For all you know, by the time it comes back, its optimal counter may be Mamoswine.

I would invest your dust into 12-X Gyarados where X is your number of Kyogre, as the most accessible high damage, non-legendary counter. UNLESS you expect sunny weather as standard when it comes out. As we don't have a release date, I wouldn't feel comfortable predicting the weather.

it typically is sunny or cloudy/partly where I am, I already have a heck of a lot of strong gyrados, and only 4 kyogre.

I am aware theres better counters, but im going for reliability against all sets not just specialty against one set, it may not be the best way to play, but it is the most safe.

Then I definitely would not power up Ho-Oh, as it has a very small niche. More useful than Suicune and Regice, less useful than any other legendary I can think of.

Super sunny/grass area where I live. Find someone with a high CP Psychic charge move Exeggutor and have them trade/give you one. You can go through the trouble to CTM the Psy to either grass move. Dime a dozen, I traded 15 or so to my wife. Sometimes (more than some other species traded) the Alolan form jumps up in CP--been giving her the DP and Seed Bomb ones and ones closer to 1800-2200. Yes, keeping the ten 2450-2550 ones I have. All this is easier than powering up a Ho-Oh past the ho-oh candy you already have.
