Should I power up Dragonite with Steel Wing/Hyper Beam?

What is your level? Dragonite's one? I'd say no except is at level 29 or close and very well placed with IVs

it is still powerful even without STAB, power up to an usable level is fine, but i will wait till the next good dragonite capture to compare their move set before power up
