I just caught it and it had a CP of 1869. Its statistics is 15/12/11 with maximum attack. Should I power it or not?

I have caught three in total with 71 84 and 84 iv; kind of desperate?

If you desperately need a Lugia counter now, go ahead, otherwise just wait till zapdos is gone. You are almost certain to get a better IV if you catch 10 more. You might even get a iv100 zapdos.
