Should I keep leveling up this Lapras ?

A few weeks ago I hatched a Lapras from a 10km Egg. It has 73% (11-10-12) and came with Ice Shard/Ice Beam. It had like 1630cp and I have leveled it to the max (around 2250).
Now I'm about to be level 27 and I don't know if I should keep leveling up, or maybe waiting for another better one ? I know, I might not ever find a better one, given it has really good movesets, and the only really thing that can be better is the IVs.
Anyway, I would want to read some recommendations from you guys.

GARBAGE??? REALLY!? Seriously??? and when are you going to find that 100% Lapras??? In a 100 years of waiting!? Its even hard to hard to find a 100% IV Pidgey of catching it many times daily. LOL!!! For me, Moveset is way better and does a lot of IMPACT than IV's (etc. a 70% Gyarados w/ Bite/HydroPump is better & stronger than the 100% one with Bite/Twister) DUDE!!! 70%+ Lapras with rank A movest (BEST DEFENDING MOVESET IceShard/IceBeam) Garbage!? FTW!!! "as if you will be able to encounter lapras 100 times in a day" hahaha LOL!!! maybe you meant caterpie/weedle!!! Stup*d!!! HAHA
In my eyes, your Lapras has the best possible defender moveset as well as being a viable attacker. Unless you have better candidates for powering up, I would recommend powering it up to lvl 30 and use it to hold down gyms. At 2500CP it will place higher than most Vaporeons/Exeggutors in gym rankings, as well as being a pain to take down for attackers.
Power it up if you have the candy. It's a very lucky hatch - so hard to get candy for.
It's the BEST defensive moveset which you probably care more about when powering up (because you also want to place high in a gym).
Let's say you power it to 2500 and hypothetically catch a 2100 CP 90% IV Lapras with Frost Breath / Blizzard. You're not going to be disappointed that you powered it up by any means I don't think - you'd continue to use it for defense and you'd have a second amazing Lapras to use to take down Dragonites (and anything else) when attacking and slot in for defense if necessary.
The 27% IV from perfect will likely work out to around 100CP (depends on how much of the IV is in attack) at MAX level. That's almost nothing to even care about. If it were under 50% then maybe you'd care (200+ CP is a bit more to be concerned with) but it's a great pokemon in my eyes. I have a 1695 Lapras with Frost Breath / Ice Beam and 70 something % IV that I want to power up if I get candies, so it's really no question in my eyes.
