Should I evolve one of these dratini, or should I wait?

I'm Level 33 Valor. To get into stable gyms in my area, you generally need about 2,750CP to avoid being shaved out.

I have 123 Dratini candy, and I'm walking for the last one. This would be the second Dragonite that I evolved.

There are two candidates:
Dratini #1 is Level 30, with 11ATK, 14DEF, 12STA. If I evolve it to a dragonite, it will instantly be a 2995CP beast with no stardust spent. That would make it the highest CP mon in my arsenal. That seems pretty attractive.

Dratini #2 is Level 20 with 12ATK 13DEF 15STA. This one will be pretty useless if I just evolve it, at only about 2000CP. But, if I power it up to L30, it will reach 3,023CP - about 30CP higher than the other one. In reality, I probably wouldn't power it up that high unless it had a spectacular moveset. My other Dragonite with Steelwing/Twister is at LV28.5, with no plans to go higher.

Option #3 is to evolve neither and wait. Wait until I have enough candy and dust to make Dratini#2 useful. With any luck, I'll have a better (maybe 90%+IV) candidate to evolve before then.

What's the IV of the first one? Between 1 & 2, definetely number 1, no brainer.

P.S. twister on your dragonite?

Sorry - you're right. Not twister - hurricane. Had it so long without using it, I didn't remember what it had...

It still sucks. I never use it for attacking, but I still put it in gyms because it has 2900CP and is currently the highest CP mon I have.

In the end I would probably go with option 1, unless you're a frequent hatcher and have a good chance on a better IV dratini.

It's Dratini number one and there really isn't any useful discussion to have.

Wait for the gym rework, if it stays the same, option #1 may always be the best.

First one and don't look back. Instant gym stalwart regardless of moveset, elite attacker with the right moveset.

Both deserve to be powered up eventually but I'd roll the first one first. When you have excess candy come back and complete the second one.

evolve #1 it is worth the slightly worse ivs.

A 28cp difference (at level 30) is negligible here compared to the saved candy and stardust. A 82% dratini at level 30 is pretty much a nobrainer to evolve, unless the alternative at level 20 was a 100% IV or something very close.

Also, the level 30 one will be useful regardless of moveset, whereas you probably wouldn't power up a level 20 dragonite with a terrible moveset.
