I'd day both lucky beldum definitely. Ive been having trouble picking between my 4 luckies, as the candy cost will be very steep. Iv's are largely overblown as is and each have extremely close spreads so the differences are negligible, and the reduced dust cost is a bigger impact plus the nonlucky has around the same level, so candy cost is near equal to the lower level lucky.
And the larvitar is a hard call. Both tyrantiar sets are good. Dark offers more immediate usage against numerous gen 4 legendaries and prior ones, but it has competition from more pokemon. Rock is the best of its type likely for the run of the game, but doesnt have as much use in raids until gen 5 now that the birds have come and gone, (rampardos is a glass cannon who cant compete with Tyranitar's massive bulk, it fainting a lost sooner really cuts its true DPS down, and rhyperior only edges out vs electric type moves)

Should I evolve my non-luckies with better IVs over my luckies?
I have 3 Beldum and 3 Larvitar, but only enough to evolve two of each.
Lucky 13/13/13 Beldum (810 CP)
Lucky 14/12/13 Beldum (706 CP)
Normal 13/14/13 Beldum (704 CP)
Lucky 14/13/13 Larvitar (319 CP)
Normal 14/15/15 Larvitar (232 CP)
Lucky 15/12/12-13 Larvitar (91 CP)
I'm leaning on just evolving the lucky ones, but on the other hand, the two that aren't lucky have better IVs than the lucky ones themselves >.< I'm not as worried for Larvitar, because Bite/Crunch Ttar will always be good. But Metagross has me very worried since it's movesets after today will be incredibly outclassed. What do y'all think? Thanks for any help.

I would feel good with the first two Beldum that you listed. The difference of 1-2 defense IVs shouldn't matter too much.
If possible, try trading some more high CP (600+) Larvitar. The three you listed are tiny. It is going to take a lot of candy to power them up. If you don't get any better, you can evolve the first two you listed and they will eventually be good, but you will not be able to power them up for a while.
Grind today for some more candy if possible. If not to evolve the third, then at least to be able to power these up.
