Should I evolve my elite picks?
I have lots of Phanpy candy's and some high 90%IV ones
i have 300 dratini candy and few 85-90% iv dratini's
150 rhyhorn candy and 1 100% iv one, and one 94%
I can also make a Golem with 94% iv
and a lot of high IV and CP Poliwraths
any suggestions?

The way I see it, there's n o harm in evolving them. That's what you are going to do anyway.
If you evolve now, and MS changes occur, you could end up with legacies. If you wait, you could end up with better new movesets.
I'd go for it now, and if changes do make your MS worse, then you have to target them with TM's, which I think are going to be really rare.
Just don't go wasting all your candy and dust doing power ups right now. You may find better options later.
