Should I evolve this Larvitar?

Well, I seldom ask this kind of questions (and I tend to be the one who offers answers) but this time I really need your opinions on my situation:
I just hatched a 15/15/10 Larvitar yesterday and finally had enough candies (sitting on 132) to get my first Tyranitar. Should I evolve him or not?
Larvitar is super rare here. I hatched two of them which gave me 60 candies in total and I have buddy-walked over 60km. As I see almost everyone has already obtained a Tyranitar, I feel that I'm behind the curve (I don't even have Pupitar in the dex). So my fingers are really itchy.
However, given my rate of accumulating Larvitar candies, I estimated that I'll be only able to nurture (max out) one Tyranitar before Gen3 (this summer). That's why I'm really picky on Larvitar's IVs. In this case, though his IVs are good, they aren't fantastic - he'll be 3575CP at lvl39, but a 96+iv one will be over 3600CP (I like whole hundred), the difference of which is more than one post lvl30 power-up.
And also, I've gone through a bunch of evo-failures recently, so I'm even more afraid to evolve him.
Were you in my shoe, what would you do?

This is exactly what I am doing, and I think it is the best way to go, a Tyranitar level 20 has no use at all, and collecting enough candies to get him at least to 30 or a bit more will guarantee that even not getting the ideal moveset you will be more than half way to next try. I have 170 candies at this point, hatched 4 of them, only one seen in the wild :( as I know all my powerups will have to come from hatches or from buddy system I prefer to wait to get all candies not only to evolve but to power him up too.

The difference between 89% & 98% is so minimal. You'll be able to place highest in gyms above anything too (expect lvl 40 100iv Drag's) and higher Ty's, but 3500+ is monsterous. Do it! I would. Also, by the time you're done, you'll be working on another. Play for now, and let tomorrow worry 'bout itself. ?
As per being afraid, don't trip, you'll find use for him, one way of another. What we get is what we get, it's your job as a trainer to find the use for your mon. Best of luck! And all the best! ?
i hatched a larvitar 86% on day 2 of gen 2 and have walked almost 400km with her and almost have enough candy to evolve. But I am going to hold off until i have 200 candy for 3 reasons (1) she isn't going to much use until she is leveled anyway. (2) in case I level her and hatch/catch a 95% odd one a few days later (evolvers remorse) (3) if i get a better one at that point or a crap move set I am already a fairway to the next evolution so wont feel so bad.
If the idea is to get him to level 30, then I would recommend stockpiling the candies until you have enough to evolve + push him to lvl 30. If by that time you don't have a better IV version, go ahead and pull the trigger.
Larvitar isn't terribly uncommon, and I predict that during the Easter event players will be hatching more eggs (maybe cheaper incubators / bulk deals?), so you may be able to hatch or snag a better version by the time you've got enough candy. But ultimately this 89% mon has a very good IV distribution for its max CP, so I would have no issue evolving this one if he's the best you have by the time you're ready and have built up the requisite candies.
