Should I evolve
I have a few good IV pokemons, such as dratinis, larvitas, and magikarps. I'm wondering wether I should evolve them before the gym rework. My only concern is that If I don't evolve them now, some of the best movesets may become "legacy" and I can never acquire them again. I can catch more pokemons even if the movesets got nerfed.
Please give your advice. Thanks in advance!

Just evolve, moves could change any time WITHOUT WARNING. Niantic is HORRIBLE at communicating to players what they intend to do, or even what they did (hidden patch changes).
I am just saying: no point in waiting for new moves, because there will always be new moves sometime in the future and move rebalancing can make any legacy move better or worse.
If you can get more candy and high iv pokemon while game and you alive do it now otherwise wait until you need them.
When the game cones out i want to make a machamp and his moves now legacy but you now his old best atack is now not good enough to blissy (dynamic punch).
You can't know what Niantic to your pokemons attack for waiting to evolve.
The decision you are asking now is like rolling so many dice to hopping all comes in high number but how can we know all cones in low or high?
It's 4 am here, so you definiately got me laughing to hard xD. To answer the question, I would evolve anything that has decent moves. Niantic can change it anytime, ld moves can become trash or they can take away some good moves from a pokemon. I only wait with evolutions of pokemon with trash movesets (like Arcanine. 1/6 movesets got double STAB, that's a joke.). Otherwise I evolve everything. Just make sure to wait those few days with powering up, since things may shake up a little...
I've evolved all my high IV Machops and Golems...
If movesets get better, I figure I can always catch more and evolve for the "new" movesets.
Usually, I run out of high IV candidates than candy so if new moves come, everyone will have to evolve for them anyways...(Still don't have C/DP after 6 Machamps...).
I'd also consider doing DT/O Dnite...
Things I would definitely not do are Omastar or Kabutops. You may want to hold off on Phanpy too...
PC/FS Zam and ZH/FS Espeon is decent too...Also should try to get a FS/O Flareon as well if you can.
