should i continue to power up this pokemon?
i am at level 23.
of recent i noted that the pokemon's iv can change (mainly decrease) after evoluation. is that a bug coz i read the evolution only randomises moveset and NOT IVs and trainer's level.

Electrode has a pretty low max CP, so it wouldn't be worth leveling him for gym's sake.
That being said, it might still be fun to level him as a hobby for the more fun side of Pokemon Go. Once trading comes in I'm sure there will be a lot of people wanting a collection of Pokemon with perfect stats. I have a Nidoqueen with perfect CP and it's been fun leveling her up.
