Should I Be Regretting Throwing Away Max Potions?

Threw away 270+ Max potions about 2 weeks ago, over several days, to make room. Now I read that there seems to be potions shortage. So I try not to throw away potions out of abundance of caution... But still feel that they clog up the 1,500 bag.

Do you tend to throw away potions or pokeballs?

At the moment, balls are the first to be tossed out.

A month ago, potions and revives were discarded, but the max variants were normally retained, unless perhaps I had an extreme amount of them.

Whichever I have more of. Almost always potions. But never throw away max potions, always throw away from the bottom. You can always use a max potion instead of a regular one - throw away purple, then orange, then pink, and only then throw away max.

Also, I try to keep the other items under control. Limit of 5 evolution items (except steel coat, where I don't limit, currently 7. Use lures and incense. I cap my revives at 60 (and usually throw some away, since my usual gym strategy is to evolve Pidgeys, Rattata, Spearow, Natu, Spinarak, Hoothoot, leave them in gyms, and then send them to the professor when they are booted from the gym). Convert rare candy to legendary types to make room in the bag (even if I don't plan on using it soon, I know I will eventually. And nanab berries go into gyms ASAP - usually feeding Dragonite, Tyranitar, etc., on the off chance I get a candy from it.

I cut my max revives from 250 to 100 before the nerf. Never regretted a second of it. Better stock up on rare candy rather than on revives.

I think that Max drops more than Hyper in those gyms.

It really all depends on your personal situation. I really haven't noticed a significant enough decrease in the drop rates of potions to affect me (I previously was constantly throwing away potions, now I still need to fairly regularly but just not quite as much). I also have to throw away balls frequently as well. The decrease in drop rates has already happened, so if it was going to be an issue for you, you would already have figured it out by now.
