Shiny availability after events

I've been wondering about the same thing (missed bulba and dratini events), I've seen someone hatching shiny dratini after the event but I'm not sure whether it wasn't faked, otherwise if you could hatch it then yeah, u could also find these in the wild

All shinies are available even after events. Someone caught a shiny bulbasaur during mareep community day.

Yes, all shiny stayed after being introduced. During events they you have better odds of finding one. To increase your chances you can grind the pokemon at a nest. Unfortunately, 10k egg pokemon don't nest and it will be difficult to grind dratini or mareep.
