Scyther time

So i kind like Scyther from gen 1. And I would really like to have a high lvl scy with the best moveset available.
Right now i have these 2 with legacy charge:
a - 86iv 11a13d15hp lvl 23
b - 82iv 13a10d14hp lvl 20
both same moves: FC/BB

Does Bug Buzz worth to lvl any of these. Or should i wait to get a better iv with actual moves, and which moves?

You do realise that scyther evolves to scizor? Moveset will change when you evolve it.

i will not evolve this one, i want to keep one just as a scyther

If you want a high level Scyther to be useful and not just a trophy, the best moveset is probably two flying moves (AS/AA). A Scyther with bug moves will never be as good as Scizor with bug moves.
