Worth using a tm on a Scizor to get double steel?

Double steel has its uses. It depends which move you would have to change, and what Scizors you already have.
I used a charge TM on my FC/IH Scizor, trying to get XS, and I got NS instead. So, I used another charge TM, and got IH again. You are taking a gamble if it is the charge move you try to change.
If it is the quick move you'd need to change, and a double steel Scizor would be a good fit for your team, then sure, go for it (assuming you have plenty of TM's and/or no better use for them).
If Scizor with XS sucks then I guess so does Dragonite with Dragon Claw because they're very similar moves.
Steel moves does have its uses but there are plenty of other Pokemon that could do just as good if not a better job, and there are currently no available Pokemon that have a double weakness to steel.
While a Scizor with double bug moves fills the smaller niche of Pokemon that have STAB and are super effective against psychics as well as resisting them.
