Scizor - Power it or not

Not as good as another Ttar but that goes for most mons against Mewtwo. Scizor has other uses in the future potentially though like Celebi and others.

I wouldn't power it up. Not because it's bad but just unnecessary when you've got your current Pokemon. With 4 dark attackers and a legacy Gengar, the only moveset you should have some trouble with is Confusion + Focus Blast, so I would bring another Pokemon that resists fighting, like a Dragonite or Gyarados. I'm sure most people have at least one of these at level 30.

Lugia is the tankiest Pokemon against Confusion + Focus Blast but it just comes down to how many people show up to the raid, which will affect whether you need a tank or not.

Like if 15 people show up, you could run 6 Tyranitars against Confusion + Focus Blast anyway and probably defeat Mewtwo before all of them faint.

I used a scizor against mewtwo and it was so good. Very easy to dodge everything with. Put out a lot of damage too. You can dodge fast move, x-scissor, then dodge again. I only had one scizor(hatched) before the raid but 2 days after mewtwo i found a perfect level 30 scyther in the wild. Did not know it was perfect so I pinaped it lol. After checking iv I was going nuts. I maxed it out and evolved it on the spot. Now I got 2 perfect ones to use in mewtwo raid if I get an ex pass again. If I were you I would wait til you get an ex pass before you power it up. You never know, you might hatch or find one in the wild. I was about to evolve a 93iv one but I told myself I'll give myself til mewtwo comes out til I do anything and I don't regret it at all. In the end tho, do what makes you happy :)

FC/XS is my favorite attacking move set in the game. I pull out my Scizor every chance I get.
