Scizor better suited for bug or steel?

I have a 91% iv Scizor right now that I would love to power up. He has fury cutter/iron head. I don't know if it's worth making him double bug or double steel. I feel like double bug is much more valuable than double steel but I'm not exactly sure. I also feel like he is probably the best steel Pokemon in the game.

Bug covers grass, dark, psychic
- There are psychic types in every generation, 4 legendaries at the moment
- Unfortunately, many grass types are grass/poison hybrids (poison resists bug) so the damage becomes neutral
- in terms of dark types, it hits neutral on houndoom and murkrow lol, steel/but both hit SE on Tyranitar, but covers umbreon

Steel covers rock, ice, fairy
- There are limited fairy types within the current generations. It will be more helpful in later generations when bigger fairy types come into play
- many ice types are ice/water hybrids (water resists steel) so the damage hits neutral
- is useful against rock types except the rock/water current and future hybrids (hits neutral)

I'd give a slight upper hand to bug CURRENTLY but in future generations they both have their merits

Edit2: I think it with BP/IH is the best current dual steel moveset too. Another thing to keep in mind is TM usage: IH is guaranteed (fast) whereas you may need multiple charge TMs for XS

Thank you for the excellent response. I do have a double bug Pinsir that I enjoy using. I'm realistically trying to prepare for the psychic raids and I know bug is a great choice for that. I guess I was just on the fence with using a TM on my Scizor to try and get double bug when he may be more useful one day as double steel.

No problem! Two other things have come to mind: due to its great defensive typing (thanks to steel) it will resist psychic type attacks whereas pinsir won't-with mewtwo, it will resist all of its potential attacks except shadow ball. Aaand I personally love ❤️ FC+XS due to the extremely slow cooldowns, which may prove to be very helpful when PvP is released!

He's the best steel pokemon rigth now, but remember, Metagross is comming, and rigth now there's not really a point in powering up a Steel pokemon (for attacking purposes), Steel is a strongly defense oriented Type, so being "the best steel attacker" doesn't mean much (maybe when Gardevoir rolls in if she's a raid boss or something like that), as of now, just go with bug.

Scizor is one of those 'mons that is kind of crippled by his double weakness to fire. However, I'd argue FC/XS is not the moveset you want to pursue because Pinsir, who has higher attack and defense stats than Scizor, basically covers that set (Bug Bite/X-Scissor).

At the moment, Scizor has the highest attack of any steel-type 'mon in the game. While that has limited utility for the time being, there is a place for BH/IH. At the very least, there's much more of a place for that set than FC/XS. Save yourself a Charge TM.

Truee however, I would argue that his typing is actually an advantage. Yes the double weakness to fire burns haha BUT it's his only weakness. As well, it has a plethora of resistances:
Grass (x2), poison (immune), dragon, fairy, normal, steel, bug, ice, psychic
