Same Pokémon for Research Breakthrough each time? Dec-Feb

I've been doing the research breakthroughs throughout December and keep getting the same Pokémon : Suicune. Arguably the worst of the 6 options. Is it supposed to give you the same Pokémon each time? It was my understanding that it was random but after getting my fourth Suicine today I'm not so sure.

It's just a string of bad luck, though it wouldn't shock me if niantic programmed it to have suicune be more common.

I'm however getting a bunch of zapdos, as an instinct player, im glad to get them

Bad luck and bad decision making by Niantic. They should have given us Lugia and ho-oh alone. We already had all the others rotating one month each on their own plus another month combined. It's a poor decision giving them out this way.

I think they are targeting people late to the party, and realized after the fact that one month (at most 5) of the birds and beasts would probably end up with the average person getting 2-3 of them, maybe 4. But with two more months, they could get almost all of them.

Now, I was thinking - that's what trading's for. Maybe they are targeting rural players.

But, in any event, what we would expect next, given how they legendaries were first released, would be the weather trio. Not sure they want to release the weather trio at level 15 - that would wreak havoc with PvP. I suspect they are delaying for something. Maybe so that we don't have Groudon in research while Dialga is a raid boss (given that Dialga is only weak to Ground and Fighting). Dunno.

Releasing the weather trio at level 15 wouldn't affect PvP. They're all terrible in great league even if you can get them to fit under the CP cap, too much attack stat so they end up with a low TDO. Their movesets aren't great either.

Releasing Lugia as a research breakthrough was much more relevant to PvP.
