So you probably already know as much as I do.
In summary, important S2 cells are level 14, level 17, and level 13 (EX raids).
- Level 14 S2 cells: number of pokestops in a L14 cell determines the number of gyms.
0-1 -> 0 gyms
2-5 -> 1 gym
6-19 -> 2 gyms
20-34 -> 3 gyms
34+ -> 4 gyms

- Level 17 S2 cells. There can be only one pokestop or gym per L17 cell.
If you create a portal in Ingress that is in the same L17 cell as a previous portal, the last will not convert to a pokestop in PoGo. You need to separate portals so there is only one in each L17 cell. That's why in Ingress you have way more portals than pokestops in Pogo. Sponsored pokestops/gyms do not follow this rule.
Last theory I read says that the most upvoted portal of Ingress in the L14 s2 cell will become a gym in PoGo. So if you want a specific portal to become a gym, you should vote the picture of that portal in Ingress before creating the new portals (I'm not sure that this is totally confirmed, in the past people said that it was the oldest portal becoming gym).
- Level 13 S2 cells. For EX eligibility. There is one EX raid per L13 cell. As you know, EX gyms must be in parks (something tagged as park in Open Street maps)

There's also some rules that stops can't be in adjacent level 20s even if they're in different level 17s.
And it's a tag like public use leisure, not specifically park, as we've found out to our surprise.
