Riolu 7km eggs?
Is Riolu genuinely in 7km eggs at the moment? Frantically hatching as many as i can with the daily incubators and having no luck?

No, not anymore. It use to be that eggs from AS would only contain Gen4 but recently, Niantic has changed that so it's no longer guaranteed.
As for OP, according to TSR Riolu can hatch from both 7kms and 10kms due to the event. The hatch rates of course, are very low similar to the newly released Gen4 babies. Just keep trying, right now is your best chance to get it. I would also save the free incubators for the hatch portion of the event.
I'm not trying for Adventure Sync eggs any more. It was a pain to ensure I had at least 2 open egg slots, which meant I had to pretty much stop spinning or opening gifts after a certain point on Sunday. I went a few weeks with no 10k egg at all. And when I finally got one this last time, hatching a 76% Bagon was my final straw.
Edit: Also, per the previous comment.... where did you read on TSR that Riolu is in the 10k AND 7k egg pools? The link I found has them only in 7k, which means they aren't even an option for Adventure Sync any more. But I'm unclear it that's only for the duration of the holiday event, and they'll go back to 10k after.

It's not meta-relevant, and weirdly enough, it's best use lies in Shadow Ball for neutral damage. I understand the need of people wanting one, (nostalgia, coolness factor) but there's a good chance it may get a community day, in which we'll all be swimming in them. Even if that doesn't happen, we're all bound to hatch one eventually. (It's almost impossible to get 300 eggs with no Riolu)
