Rhyhorn evolve
Need advice - I have enough candy for two ryhorn evolves (101). I have the following 4 to choose from.
Lvl 27 23%IV
Lvl 20 84%IV
Lvl 13 89%IV
Lvl 11 91%IV
Should evolve 2 and not have candy leftover, or 1 and be able to power up? Which ones should I evolve? Oh and I have plenty of dust to use @225k but that could change too if I get a few more drarinis from the event or egg.

I would evolve only the Lvl 20, 84% one, using the leftover candies to power it up (if it has good moves) or to evolve another hatched one in the future. That's the good compromise between level and IV. I would evolve the lvl 27 (without powering up) only if I had a great excess of candies(>150), and the lvl 11 only if Rhydon was my favorite pokémon and I wanted to invest a huge amount of resources to have the almost perfect exemplar.
IV 23 is too low, i would not concider evolving this rhyhorn.
Three others are remaining. You should ask yourself how you want to use your Rhydon. As a defender, every point of CP will be valuable for you. In some regions, the difference between 2800 and 2850 CP in a gym is worth more than one level in gym. As an attacker, it does not matter so much.
Just use CP-calculator to compare dust- / candy-price and CP you will get, maybe you want to evolve a better, smaller one, it might be less expensive than you think.
You should not evolve now. You should wait to have more candies.
Your level 27 Rhyhorn has low IV, not worth spending stardust on.
If you want to evolve any of your other one, you will need at least 66 candies to evolve them to level 30.
So wait for 116 candies and evolve the lvl 20 if you do not find a better ryhorn in the meantime.
