Rhydon 91% Lvl 20 RS/EQ - good enough?

Unfortunately my Rhydon has no Mud Slap, which is supposed to be the best move.
Because I only got 64 candies and a Rhyhorn 89% Lvl 20 I would like to know if you would power up the Rhydon or if you would evolve the Rhyhorn?
How big is the difference between Rock Smash and Mud Slap?

Moves : DPS + EPS
Mud Slap (stab) = 13.4 + 8.57
Rock Smash (no stab) = 11.5 + 7.69

DPS + EPS is not a good metrics.
If you put all Quick moves into one EPS/DPS-diagram, you can see that DPS + 0,75 EPS is more realistic to compare quick moves.

We are talking about Mud Slap and Rock Smash here...
They only have 0.1sec CD def so its not a big deal...
About effectiveness, its vary of what opponents you deal with... So assuming your opponent is not weak to both Fighting and Ground moves then which of this move has advantage?

Your first answer implies that
EPS + DPS is a useable metrics for a quick move. In combination with the currently available charged moves, this is not correct and misleading. So i corrected this approach.

If one move has more DPS and more EPS than another move, it is better by any (non completely nonsense-) metrics hat does not take other parameters into account.

What would be your criteria to calculate such thing?
Do you have to disregards the DPS and EPS then focus on how quick the moves is? You rather add the missing criteria that I've been answered to let the author understand and learned about his question not by arguing to make him confused....

How to evaluate a quick move -

(1) Most quick move perform in a range of +-10%. You can say, STAB and SE, giving a bonus of 25% are always more important than DPS and EPS. So if, moves have different types, ignore DPS and EPS and only look on typing for STAB and SE in typical matchups.

(2) If types of quick moves are identical, you need a metrics to compare them. The best metrics i know is cycle damage, but this needs a charged move. So calculate cycle damage with a given charged move or with any good charged move gives you a metrics for your quick attack.
faster and easyer than this way, is just to use
DPS + 0.75 * EPS,
results are similar in most cases.

(3) When dodging is relevant to you, you may want to accept a loss of cycle damage to get a faster move. Best example is Alakazam: Highly reliant on dodging, with PC you lose 10% cycle damage in comparison to Confusion, but you get this dodging flexibility. So non of the quick moves is clearly better than the other.
Dragonite with DB or DT requires quite similar thoughts.

RS is as good as MS, when being super effective. If you are going to use your Rhydon as an attacker into Snorlax or Blissey, it is Super Effective and as good as an STAB MS.

As a defender, Your Rhydon is confronted (almost for sure) with vaporeon. There RS deals less damage because it has no STAB.

Whats the purpose? Solely as an attacker vs Snorlax its one of the 2 top sets, that you can get. However there is a really big gap on defense to everything with Stone Edge, so in this case I wouldnt.

How long does it take for you to get another 50 candies?
The odds are 1/6 to get a specific moveset.. and 1/3 to get a useable MS moveset..

If you want it just to put ob top of a Gym.. nevermind the movesets..
Since it could be one of the best ground attackers.. i think i would go at least for one more.
Another rhydorn ist never a Bad thing..

Worst case is to go a few more weeks for the "wasted" candies
