Rhydon
I haven't got a good Rhydon yet, but saved 150 candies now. I want to power it up till level 30 to use as an attacker. Got 270k dust now.
My 3 options are:
Level 4 Rhyhorn 100% (need a few more candies for evolve + power up till L30)
Level 20 Rhyhorn 82%
Hope for a good Rhydon from a raid (but these are fairly uncommon and can't find enough trainers (5 minimum?) to raid)

It depends, if you need the rhydon now or in the near future for raikou raids go for the 82%, it isn't bad and you don't have the resources to power up the 100% one.
If you don't need it now, keep an eye for rhyhorn nests and find a high level one, regardless of iv and evolve it, in the process you will gather enough candies to power up the 100% one.
TBH you haven't given enough info to give you advice. You level, local meta, playing type(hrs per week played, buy passes, incubators used, etc), you best mons and dust banked are determining factors in giving you good tailored advice.
Maybe buying passes and saving your limited dust for Mewtwo counters might be a better option since you can raid unlimited Raikou and you cant with Mewtwo. But if you have lots of dust and play for free you should power up supreme counters to max your rewards per free pass used. Plus spoofers, Cash players and L40+ play very differently then a level 36 casual player.
leveling up from 4 to 20 will cost 43400 stardust.
at lvl 37.5 your 100% will have 3182 CP
at lvl 39 your 82% will have around 3176 CP (STA12/ATT12/DEF13)
leveling from 37.5 to 39 costs 27000 stardust
So you save 16400 Stardust in this case to get equally powerfull mons by powering up the 82% but the 100% can be powered up further. IMHO 16k can be farmed in a day, max 2 days. I'd go with the 100%.
