Rhydon

Would you guys level up this Rhydon (2106, 73%, 14, 15, 4 with Mud slap & Stone Edge (Att + Def A))? He is pretty rare in the area i live so to have one better than this would take a rather long time.

73% is below my minimum, but Rhyhorns have been pretty rare lately, and its a good CP, with the best MS (imo), if you think you won't find a better one soon I will definitely power it up

I can't bring myself to power up anything with an IV rating of 90 or lower personally. I would leave it as is, especially if you're below level 30, and wait for a better one to invest in.
