Regional Pokemon IVs

So this might be a dumb question, but does anyone know whether the IVs of regional exclusive pokemon are randomly distributed? I ask because I just caught my third 100% IV Tauros today. I get it that RNG is random, but what are the chances of me catching 3 perfect Tauroses while not having ever seen a perfect pigeon, rat, weedle, or any of the dozen other pokemon that are significantly more common? This reminds me of that bug where a pokemon's ATK stat was linked to its pokedex number...

Must be coincidence. I've been catching every 1700+ tauros I see for quite awhile and I've yet to get a high IV. Not even over 82%.

I have caught 92 Tauros and vast majority are below 50% IV.

About the same here. I've been trying to get a decent one with little investment. I just wanted a decent one for collection purposes, now it's become something of a personal mission.

Mannnn I wish they'd implement trading - I'd gladly give each of you one of my Tauros!

I have 1200 Tauros Candies and 0 above 96%IV.

Probably Tauros are significantly common in your area. My area is full of Magnemite that can spawn 3-4 of them with 100IV a day.

Yeah Tauros are fairly common, but I only bother to catch one out of every 3 or 4 that spawn (I've only caught 78 total), so that makes me think my streak is even more unlikely.
