Counter argument, I've hatched 36 eggs all from within the U.S., two states at most. My most hatched regional is Tauros, followed by Farfetch'd which I've only hatched 2 of I think, followed by one Mr. Mime and zero Kanga. It's total RNG at this point, I don't think location plays a factor in it at all. Also worth noting is I've hatched zero Tangela or Porygon.

After 3 waves of 7k hatches (~10-15), my wife managed to obtain 2 Mr. Mime, 1 Kangaskhan and 1 Farfetch'd, while I only hatched 1 (out of 8 eggs) regional, Tauros, which means no value to American region trainers. Although I believe it's mainly RNG, but there's a big difference between our sources of eggs that may make a big deal. My wife obtained eggs mainly from friends close-by (same city, same continent), while I obtained mine from friends all over the world (Europe, Asia mostly). So our theory is that Niantic tends to assign higher chance to hatch regionals from other continents, according to where the egg is from. So good luck!

That doesn't appear to be the case for me - it seems to be entire "R"NG. I've got:
3 Kangaskhan - all from my home city
3: Mr. Mime - 2 from my home city, 1 from Australia
2: Farfetch'd - both from my home city
0: Tauros - I'm legitimately surprised by this.
So I've gotten 8 Regionals, 7 of which came from my home city, and the 1 who came from another region came from a different region than the Regional is normally found in.
It's all "R"NG, man. The "R"NG is working in my favour so far, but who knows what the next batch of eggs will bring?
