Rayquaza in the wind is probably number 1 in DPS against almost anything that doesn't resist it and doesn't have a double weakness elsewhere (like Aggron or Golem). Possibly a few exceptions for things weak to water and Kyogre. Rayquaza's DPS is just that good.

Like gluglumaster said, good in windy. And by good I mean #1 DPS good. You can pretty easily do C/FB with 6 level 30 Rays in windy weather with a bit of dodging.

In neutral, at level 40 Rayquaza is barely acceptable as a filler that stays even with the clock (180s TTW) if you had Mewtwos/Gengars earlier to get ahead of the clock.
