Ray or Latios?

I’d go for the Latios, but if you’ve got a Dragonite team it may not be necessary. Unless you really just want to, I’d save resources

That Latios would be really nice if you don't already have a Dragonite with Dragon Claw. A little bit redundant if you do though. Psychic-type does have a few different resistances though.

Depending on how many other dragons you have powered up, you might not even need/want any more right now. No more legends in Gen3 weak to dragon, and only two in Gen4.

Depends what you're using it for.

For gyms, that Latios is much more useful.

For raids, Latios can't hold a candle to Ray.

Ray will still be better even though you need to pour more resources into it. whichever you feel its cooler though. If you already have a team of dragonites i feel like you should wait on powering up any dragons until gen 4. we wont need them as much for now that lati@s is gone.
